Expression of Interest – Accountancy Services

The Foundation for the Promotion of Entrepreneurial Initiatives (FPEI) is seeking accountancy services consisting of:

Obligatory Services

  • Input all financial movements into the accounting software provided by FPEI.
  • Process all invoices and payment requests sent by the Foundation Manager.
  • Process all crowdfunding payments sent by the Foundation Manager.
  • Prepare monthly financial reports detailing all operating revenues, expenditures, and other fund balance transactions of FPEI.
  • Prepare quarterly cash flow projections detailing all forecasted operating revenues, expenditures, and other transactions foreseen and deliver them 3 weeks before the commencement of the next quarter.
  • Reconcile all FPEI bank accounts and pay slips every month.
  • Compile requested data by the relevant Ministry, Government Entity, and/or any other stakeholders.
  • Prepare annual financial statements to be presented to the Agency’s appointed Auditors and
    • coordinate the preparation of budgets for the next financial period and business plan.

  • Assist the external auditor with the preparation of schedules and any other duties deemed necessary for the successful  completion of the Financial Auditing carried out by FPEI approved Auditors.
  • Prepare an annual IFRS 9 Assessment, and any other assessments required by the auditors.
  • Liaise with FPEI Officers, administrators, and auditors as necessary.

The appointed service provider must:

  • Demonstrate the capability to perform the above-stated accounting services in compliance with generally accepted accounting principles and other procedures as stated in applicable financial regulations for foundations/voluntary organisations.
  • In the case of individuals, possess a BA Hons degree in Accountancy or equivalent
    (ACCA, MIA etc..) and a CPA warrant.
  • Must have a warrant as a Certified Public Accountant.
  • Must be adjourned with all the latest IFRSs and comply with the Government Financial Regulations.
  • The proposer will work in liaison with the Foundation’s officers and the Foundation’s appointed Auditors.
  • All records will be maintained by the proposer in compliance with public financial regulations but remain the property of The Foundation for the Promotion of Entrepreneurial Initiatives.
  • Any and all records will be surrendered to the Foundation for the Promotion of Entrepreneurial Initiatives upon request.
  • The proposer will not release records or information related to the Foundation for the Promotion of Entrepreneurial Initiatives unless an application for public information has been submitted and approved by the Foundation for the Promotion of Entrepreneurial Initiatives.

Term:

  • The appointment is for one year, renewable for a maximum period of five years.
  • Expression of Interest letters including a detailed CV, work experience, references and copy of the warrant are to be submitted to The Foundation for the Promotion of Entrepreneurial Initiatives on info@fpei.mt by 28th February 2025.
  • The financial proposal submitted should include all the obligatory services and be calculated per annum and inclusive of VAT.
  • The Foundation for the Promotion of Entrepreneurial Initiatives reserves the right to reject any or all submissions associated with this call. Late applications will not be considered.
